While I recommend waiting for the standardization of dynamic metadata hdr, the arrival o f freesync, 3d tv support, and oled tech with black frame insertion. Such a tv will probably hover around 1000$ in the near future(next few years) in all likelihood. At 399.99$ a 4k tv is a steal if you've an older set and it can serve as a spare television. I imagine the specs are budget specs for the price, but as said the price is really low.
If someone decides to buy such, I would recommend buying with a credit card that gives you extended warranties on products such as some of the citi visas.
As for me, my next tv needs 3d support, 4k, freesync, dynamic metadata hdr support, and thin oled with black frame insertion and high brightness or equivalent.
While on the topic of oled, while some technologies may compete on image quality with oled, it remains to be seen how many can compete in terms of thinness. Oled can be made virtually paper thin and flexible, doubt any near future tech can match that bar mixed reality goggle virtual screens(something like magic leap if it can live up to the hype).
