I think the universe operates in a very discrete manner, one single bit is modified at a time, as if it were a turing machine, and simultaneity is not real in the underneath mechanics but emerges from the computation. If it is a mind carrying this, it is likely focused on the rules, and individual consciousness emerge at another level as a result of the rule following procedure. Like stop motion animation going from one character to another, from one small detail to another.
